2. The present petition has been preferred for the grant of following relief(s):
"(i) for issuance of an appropriate writ in the nature of mandamus commanding and directing the respondent authorities to mutate the land in question in the name of petitioner by creating new Jamabandi and grant receipt.
(ii) for further direction to the
Patna High Court CWJC No.15845 of 2025(2) dt.03-11-2025 2/3 respondent authorities to dispose of the representation dated 18.10.2024 of the petitioner by reasoned and speaking order within time framed.
(iii) and for any other relief/reliefs for which the petitioner is found to be entitled in the eye of law."

At the outset, learned AAG-9 submits that the Mutation Receipt (Annexure-P/1 to the petition) shows that there are other claimants also namely Shaymdev Singh, Baccha Singh and Dev Narayan Singh beside Bholanath Singh to the said land and notices have to be issued to all the concerned before the matter is taken to its logical conclusion.
4. Unfortunately, the same have not even been made party respondents. When confronted, learned counsel for the petitioner submits that all he wants is that the Circle Officer after noticing concerned parties including the names aforesaid, take the matter to its logical conclusion. He has taken this Court to an order of this Court in CWJC No. 15558 0f 2025 (Ranju Devi vs. The State of Bihar and Ors.) disposed of on 14.10.2025 in support of his contention. Let the same be kept on record.
5. Instead of keeping the matter pending, the writ
Patna High Court CWJC No.15845 of 2025(2) dt.03-11-2025 3/3 petition is disposed of directing the petitioner to approach afresh before the Circle Officer, Koilwar, Bhojpur (respondent no.5) with all the supporting documents in next four weeks and if such petition is preferred, the concerned officer shall duty bound to notice each and every person who is/are/was connected to the land and thereafter take the matter to its logical conclusion preferably by 31.03.2026.
6. The writ petition is disposed of with the aforesaid observation.
