The present writ application has been filed for directing the respondent authorities to consider and grant promotion to the petitioner to the cadre of Deputy Superintendent of Police with effect from the date on which other similarly situated employees including juniors in the gradation list were granted promotion. Further prayer has been made for directing the respondent authority to pay all consequential benefits including arrears of salary, seniority etc.

Patna High Court CWJC No.14682 of 2024(2) dt.24-09-2024 2/2 after grant of promotion to the cadre of Deputy Superintendent of Police with effect from 08.02.2013.

Learned counsel for the State raised preliminary objection and submits that the Government of Bihar through General Administration Department has framed a rule namely Bihar Government Servant Grievances Redressal Rules, 2019 to deal such type of situations and petitioner has liberty to exhaust the remedy before the Service Grievance Redressal Officer.

4. In the light of the submissions made, the present writ petition stands disposed off directing the petitioner to avail his remedy before the Service Grievances Redressal Officer of the department within 30 days from today and in the said rule, time frame has already been made. Therefore, Service Grievances Redressal Officer is hereby directed to decide this matter strictly according to the time frame specified in the said rule i.e. Bihar Government Servant Grievances Redressal Rules, 2019.
