Learned counsel appearing on behalf of the petitioner submits that before interview the petitioner had acquired the requisite qualification and as such he is entitled to participate in the selection process. Law in this regard is well settled. The Apex Court has held out with reference to the various judgments that the cut off date is the last date of submission of application or the date specifically mentioned in the advertisement inviting application.
