Accordingly, it is directed that the petitioner may file a representation before the respondent no. 5 within a period of two weeks from today and the respondent no. 5 shall dispose of the same by a reasoned and speaking order within a period of four weeks thereafter, failing which, the concerned authority shall be visited with penal consequences.
