2. This is an application for direction to the District Magistrate, Patna to take decision on the application for grant of permission to open "New Registration Number" (O.D.) in Patna against his Arms License No. 5194/DM/PUL as in terms of Rule 17 of the Arms Rule 2016.

3. The representation dated 29.03.2016 filed by the petitioner has been kept pending since 2016. It has been submitted by the learned counsel for the petitioner that respondent authorities are not acting on any application or representation of a citizen unless and until they are forced to do so by the Court. This attitude of the respondent authorities

Patna High Court CWJC No.15128 of 2023(2) dt.12-12-2023 2/2 cannot be tolerated.

4. In view of the prayer made by the petitioner, the District Magistrate, Patna is directed to dispose of the representation dated 29.03.2016 filed by the petitioner pending before him in accordance with law after hearing all the concerned parties within a period of two months from the date of receipt/production of a copy of this order, failing which, the District Magistrate, Patna will pay a cost of Rs. 10,000/- to the petitioner.

5. The District Magistrate, Patna will consider all the submissions of the petitioner while deciding the representation of the petitioner.

6. With the aforesaid observation and direction, this application is disposed of.

7. Let a copy of this order be communicated to the District Magistrate- Patna through FAX for its compliance forthwith.
