JUSTICE SHAILENDRA SINGH ORAL ORDER 13-10-2025 The instant writ petition has been filed under Article 226 of the Constitution of India by the petitioners seeking the following relief:- "That this is an application for issue of writ in the nature of writ of mandamus directing the Respondents to show-cause as to why the Applications filed by the petitioners for mutation of their respective names in the Government Register as also for issue of rent receipt in their respective names be not allowed under the facts and circumstances mentioned hereunder."

2. Mr. Ashok Kumar Sinha, learned counsel for the petitioners and Mr. Madhave Prasad Yadav, learned GP-23 for the State-respondents are present and they are heard.

3. The main grievance of the petitioners raised in this writ petition is that the respondent no.3, the Circle Officer, Gaunaha, West Champaran is not deciding the petitioners' applications dated 06.01.2025 filed with a prayer to open their digitized Jamabandi in the Government Register and also for issuance of rent receipts in connection with the land detailed in Annexures-1 to 3 of their respective applications.

It is submitted by the petitioners' counsel that the respondent no.3 is sitting tight over the applications of the petitioners despite the petitioners having approached the Deputy Collector, Land Reforms, West Champaran as well as the Collector, West Champaran, Bettiah (annexures-7 and 8) and they have also filed the required affidavits (annexures-4 to 6).

5. On the other hand, learned counsel for the Staterespondents submits that the respondent no.3 may be directed to dispose of the petitioners' application at the earliest.

6. Considering the aforesaid submissions made by the petitioners' counsel as well as the main grievances of the petitioners, as discussed above, the Circle Officer, Gaunaha,

Patna High Court CWJC No.15399 of 2025(2) dt.13-10-2025 3/3 West Champaran, respondent no.3 is directed to dispose of the petitioners' applications dated 06.01.2025 at the earliest, preferably, in the next four months from the date of receipt/ production of a copy of this order.

7. With the aforesaid direction, this writ petition stands disposed of.
