Without taking into consideration the controversy whether the petitioner would be entitled to the benefit of service and consequential benefits from the date of initial appointment, the writ petition is disposed of with liberty to the petitioner to file a fresh representation addressed to the Director, Primary Education, who shall enquire into the matter and if similarly circumstanced others have been granted the benefit from the date of initial appointment, he may extend the similar benefits to the petitioner following the policy in paragraph- 4(c) of the Bihar State Litigation Policy and in view of the principles laid
