This is a preemptory writ and even before the proceeding before the District Magistrate, Kishanganj is disposed of that the petitioner is before this Court trying to preempt the action. The writ petition is premature and is disposed of accordingly leaving it open for the petitioner to discharge his obligation in the pending proceeding and in case the final outcome is not to his satisfaction, to take recourse to the remedy available in law.
