2. After some arguments, learned counsel for the petitioner submitted that he may be permitted to file representation before the respondent no. 5, which may be considered on merits.

3. Learned counsel for the State does not oppose.

4. In view thereof, the writ petition stands disposed off with liberty aforesaid.

5. If the petitioner files a representation before the respondent no. 5, within four weeks from today, the same shall be considered and disposed off on merits expeditiously and latest within a period of two months of such filing. It goes without saying that the representation shall be considered on merits in terms of the points and issues raised in the representation, in accordance with law.
