We extract paragraph nos. 3 and 4 of the affidavit dated 7.9.2022 which are as follows:- "3. That pursuant to letter no. 93 dt. 05.11.2021 issued by the Director, Higher Education Govt. of Bihar, the university got enquired the administrative as well as financial irregularities of the said college by three men enquiry committee. The enquiry report

Patna High Court CWJC No.19936 of 2019(11) dt.21-07-2023 2/2 of three men committee was placed before the syndicate on 24.12.2021. After consideration, the Syndicate approved the report of three men enquiry committee and decided to send recommendation to the State Govt. to initiate vigilance enquiry Vide Memo no. C/245/Estab/2022 dt. 10.02.2022 issued by the university.

4. That the university has also sent a letter to the Principal Secretary, Governor's Secretariat Raj Bhawan, Patna to bring relevant facts in the cognizance of aforesaid secretariat pursuant to the decision of the Syndicate dt. 24.12.2021 vide Memo no. C/244/Estab/2022 dated 10.02.2020.
