Seen the report submitted by the District and Sessions Judge, West Champaran at Bettiah vide letter no.921 dated 11.05.2015 transmitted through fax. After going through the same, it is apparent that District and Sessions Judge taking his advantageous position has tried to shift the burden upon his subordinates instead of, discharging at his own level as directed. The report suffers from impudicity. This happens to be unhealthy situation which could not be patronized. Consequent thereupon, the office is directed to place the matter before the Hon'ble Inspecting Judge of West Champaran at Bettiah for the needful having relevant papers. There happens to be specific allegation against both the petitioners to be assailant of deceased Ramakant Yadav as well as Chunchun Yadav and on account thereof, I do
