JUSTICE JYOTI SARAN ORAL ORDER 18-05-2016 Heard Mr. S.B.K. Mangalam learned counsel for the petitioner and learned counsel for the State. Although the petitioner prays for an appropriate direction to the authorities of the State Government to proceed against the private respondent under Section 25(5) of the Bihar Municipal Act, 2007 (hereinafter referred to as 'the Act') for her act of omission and commission in discharging of function as Chief Councillor, Nagar Panchayat, Fatuha in the district of Patna but surprisingly there is nothing on record to show that the petitioner has moved the State Government with any such complaint nor there is any material on record to support the allegation.
