Mr. Mangalam submits that the application be disposed of by directing the respondent no.6 to consider the claim of the petitioner as communicated through the letter dated 01.08.2015 issued by the District Welfare Officer for grant of caste certificate as the petitioner intends to contest the assembly election which has already been notified. The constituency in which the petitioner is the voter or the resident would go to polls on 12th October, 2015.

Patna High Court CWJC No.13624 of 2015 dt.11-09-2015 2/2 Contention of the petitioner is that earlier to this on few occasions, the respondents had granted the caste certificate certifying that the petitioner belongs to Chammar (cobbler) community. Considering the said submission of Mr. Mangalam, this court even without granting any adjournment to the respondent State to file counter affidavit dispose of the application by directing the respondent S.D.O., Kahalgaon ( respondent no.6) to take a final decision in the matter and issue the caste certificate, if required, in favour of the petitioner as quickly as possible preferably within 10 days from the date of production/receipt of a copy of this order before him.
