2. From the pleadings on record, it appears that the stand of the University is that all admitted payment have either been sectioned or actually paid. However, in the presence of the Registrar of the University, the stand is taken that if actual payment has not been made under any head, the same shall be made within two weeks.

3. Having regard to the aforesaid, the writ petition stands disposed off with a direction to the Registrar to ensure that all payments as per the stand taken in the counter affidavit of the University, if already not paid, be actually credited into the account of the petitioner expeditiously and latest within one month from today, failing which it shall carry interest @ 9% for the period of delay which shall be recoverable personally from the erring officers on whom the Vice Chancellor shall fix the responsibility. It goes without saying that it shall also include the Principal of the college concerned.
