The kind of relief prayed for in the present writ application cannot be appropriately decided by this Court. However, liberty shall be available to the petitioner to approach the competent authority in the light of the judgment of the Apex Court in the case of Mukesh & Ano. Vs. The State of Bihar & Ors., reported in (2017) 5 SCC 383 and subsequent judgment dated 18.07.2019 in the case of State of Bihar & Ors. Vs. Dilip Kumar and Anr (Civil Appeal No. 5205 of 2019) It is made clear that this Court has not expressed any opinion on the merit of the claim of the petitioner.
