The counsel for the petitioner wants to reopen the matter of the year 1986 as he has claimed that the petitioner has been deprived of the post of Chief Engineer and claimed that he should be promoted and granted the consequential benefit which is entitled to.

As this matter is very old one now that cannot be reopened and adjudicated. Accordingly, this petition is dismissed on the ground of delay and laches.
