JUSTICE ANIL KUMAR UPADHYAY ORAL JUDGMENT (Per: HONOURABLE THE CHIEF JUSTICE) Date : 20-12-2017 Inter alia contending that the Block Office and Circle Office at Bikramganj has been recommended to be transferred to a particular area which is not convenient and conducive for administration, this Public Interest Litigation has been filed in public interest for restraining the Government from shifting the office to the area in question.

Patna High Court CWJC No.17177 of 2017 dt.20-12-2017 2/2 The question of establishment of an administrative office and the area where it has to be located are all administrative and policy matters belonging to the domain of the statutory authorities and, therefore, in a Public Interest Litigation under Article 226 of the Constitution, this Court cannot interfere with such policy and administrative matter.

Finding the petition to be beyond the jurisdiction of this Court under Article 226 of the Constitution, we dismiss the same with liberty to the petitioner to approach the administrative authorities concerned.
