Patna High Court CWJC No.15944 of 2024(2) dt.23-10-2024 2/3 Mandamus directing the concerned respondent authorities to construct the Panchayat Bhawan at an appropriate place, which is suitable for the villagers and which has been recommended by the Panchayat, however, the concerned respondent authorities, for the reasons best known to them, are hell bent on constructing the panchayat Bhawan at a different place, which will cause inconvenience to the General Public.
(ii). For directing the concerned respondent authorities not to proceed with the Tender Notice No. 04 SBD/2024-25, issued under the signature of the Executive Engineer, Regional Engineering Organization, Bishwasaraiya Bhawan, Work Division-2, Muzaffarpur (respondent no. 14 herein), so far as the same relates to construction of Panchayat Bhawan, till the disposal of the instant writ application and further direct the respondents not to construct the Panchayat Bhawan at a place, which is not appropriate and follow the guidelines, issued by the Chief Secretary, Government of Bihar, vide letter no. 281, by which it has been directed that the land, as far as possible should be near to the road and the population so that the General Public can avail the facilities."

At the outset, the learned counsel for the petitioner seeks liberty on behalf of the petitioner to approach the District Magistrate, Muzaffarpur, for redressal of his aforesaid
Patna High Court CWJC No.15944 of 2024(2) dt.23-10-2024 3/3 grievances. Liberty, so sought, is granted.
