In such view of the matter, the petitioner herein, if so advised, may file an appeal before the respondent no. 4 within a period of four weeks from today and in case such appeal is filed, the same shall be disposed of by the respondent no. 4 within a period of four weeks thereafter by a reasoned and speaking order after giving an opportunity of hearing to the affected parties. The writ petition is disposed of.
