In view of the aforesaid, the petitioner may, if so advised, file an appeal against the order of punishment within a period of three weeks from today and in case, such an appeal is filed within three weeks from today, the appellate authority shall consider the same on merits and dispose of the same by a reasoned and speaking order after granting an opportunity of hearing to the petitioner within a period of six weeks thereafter.
