The petitioner, who is Panchayat Shikshak of Primary School, Slesh Asthan (Belhari), Block Ujiyarpur, District Samastipur, has alleged that since June 2017 he has not been paid his wages/salary.

Counsel for the petitioner submits that without any rhyme and reason and without affording any opportunity to the petitioner, the Block Education Officer has withheld his payment on extraneous consideration. Referring to annexures

Patna High Court CWJC No.20841 of 2018(3) dt.27-11-2018 2/2 placed on record, it is submitted that the Block Education Officer is in the habit of withholding of emoluments of "Panchayat Shikshaks". Petitioner has submitted his grievance before the District Magistrate, Samastipur vide representation dated 3.7.2018..

Without going into merit of the submissions made on behalf of the petitioner, the writ petition is being disposed of with a direction to the District Magistrate, Samastipur (respondent No. 3) to dispose of the petitioner's representation dated 3.7.2018 (Annexure 1 of the writ petition) by a reasoned and speaking order. Since the petitioner's salary has been withheld since June 2017 this Court would appreciate if the exercise is undertaken expeditiously and the grievance of the petitioner is looked into and disposed of by a reasoned and speaking order positively within a period of four weeks from the date of receipt/production of a copy of this order. The writ petition stands disposed of.
