Learned counsel for the petitioners submits that the petitioners have filed the present application for consideration of their case for transfer in terms of Rule 3 read with Rule 5 (kha) of Bihar Internationalized Elementary Teacher Transfer (Disciplinary Action and Promotion), Rules, 2018. If rule provides for transfer on request as per choice,
