JUSTICE SAMARENDRA PRATAP SINGH ORAL ORDER 05-08-2015 Though this matter is of the year 2012, no counter affidavit has been filed on behalf of the respondents. The petitioner seeks a direction to the respondent SubRegistrar to accept only such conveyance which has duly been stamped and purchased from registered stamp vendor as nonobservance of such provisions of Indian Stamp Act and the Rules is adversely affecting their business. The petitioner further prays a direction to enhance the limit of sale of stamps to an individual from Rs.4,000/- and Rs.3000/- fixed in 1994 for Urban areas and local areas respectively.

Having regard to the facts and circumstances of the case, the writ application is disposed of with the following directions: (i) Respondent Nos. 2 and 3 would consider enhancing the limit of sale of stamps of Stamp Vendors from Rs.4,000/- and Rs.3,000/- for the local limits of Municipality/ Nagar Panchayat

Patna High Court CWJC No.14792 of 2012 (2) dt.05-08-2015 and rural areas respectively in view of rise in price of the circle rate of land and building since 1994.

(ii) It goes without saying that in view of section 69 (kh) of Indian Stamp Act, 1899 and Rule 25 of the Indian Stamp Rules, only the stamps purchased from the registered Stamp vendors are valid.
