No.9964 of 2015 is far from satisfactory. The delay is sheer apathy and lethargy on the part of the decision making authorities of the State. Therefore, the delay is not required to be condoned as such.
I.A. No.9964 of 2015 is dismissed. As a consequence thereof, even the appeal is required to be dismissed. The Court is informed that in a similar matter a learned
Patna High Court LPA No.2303 of 2015 (2) dt.13-02-2017 2/2 Single Judge has already constituted a one man committee headed by a former High Court Judge to look into such issues. All these matters, therefore, is required to be considered within the framework set up. No separate interference is otherwise required on the merits of the matter as well. Both the limitation and the Appeal are dismissed being devoid of merit.
