The learned counsel for the petitioner submits that the petitioner has applied for grant of arms licence, way back in the year 2008 before the District Magistrate, East Champaran, at Motihari but no orders have been passed either granting or refusing arms licence to the petitioner herein. It is further submitted that the respondent authorities be directed to dispose of the pending application of the petitioner herein, for grant of arms licence.

This Court is of the opinion that on account of lapse of so many years and the petitioner having delayed in approaching this Court, it would be appropriate that a fresh application is filed by the petitioner under the provisions

Patna High Court CWJC No.20338 of 2019 dt.17-10-2019 2/2 of the Arms Rules, 2016 and in case, such an application is filed the same shall be disposed off by the District Magistrate, East Champaran, at Motihari within a period of 18 weeks of filing of such application by passing a reasoned and just order in accordance with law.
