Accordingly, it is directed that the petitioner may file a representation before the respondent no. 2 within a period of two weeks from today and the respondent no. 2 shall dispose of the same by a reasoned and speaking order within a period of four weeks thereafter considering the fact that till date, no promotion has been granted to the petitioner and the promotional post is still vacant.
