JUSTICE VIKASH JAIN ORAL JUDGMENT Date : 06-12-2018 The present writ petition has been filed for challenging the tender notice dated 29.09.2013 in various newspapers inviting technical and financial tenders for painting of 'NYAYAY KEY SATH VIKAS YATRA' year 2008 (Report Card 2013),- based on the State Government's achievements of the eighth's year in Hindi, English and Urdu Languages; and for connected reliefs.

2. As none appeared on behalf of the petitioner, the matter was passed over for a few cases. However on repeat call, the petitioner was again not represented. The petitioner had also not

3. Learned counsel for the respondents appears and submits that the matter relates to an advertisement in the year 2013 and there is likelihood that the matter has become infructuous. No counter affidavit however has been filed.

4. Considering that the grievance of the petitioner relates to the tender published on 29.09.2013 and the tenderers were required to submit soft copy and hard copy prior to publication in the month of November, 2013 itself as evident from the requirements of Clause- 10 and 12 of the tender, it is evident that the tender envisaged completion of the work within a short duration.

5. In view of the considerable time having been lapsed, this Court is not inclined to enter into the merits of the matter.

6. The writ petition stands dismissed.
