JUSTICE AJAY KUMAR TRIPATHI ORAL JUDGMENT Date: 06-02-2015 The writ application is required to be dismissed for many a reasons looking at the nature of the prayer made herein. The petitioner wants a direction upon the respondents to grant him benefit of first time-bound promotion effective from 21-9-1988. The claim of the petitioner has already been considered on the basis of the previous direction issued in another writ application, and a speaking order has been passed, which is Annexure-C to the counter-affidavit and the reasons have been indicated therein as to why the petitioner should not be given benefit of time-bound promotion and

Even otherwise, such belated and stale claim with regard to a claim which relates to as far back as on 1-1-1996, does not require to be looked into at the convenience of the petitioner after his superannuation. The writ application is dismissed.
