Writ application is required to be dismissed at this stage, because there is still controversy with regard to the gradation list and seniority which would be evident from reading of Annexure-A as well as pendency of the LPA against the said decision, contained in Annexure-C. In view of the same, no direction can be issued in favour of the petitioner to grant him promotion on individual basis. Such decision has to be taken with regard to all eligible candidates. Till such disputes are set to rest, obviously, there is difficulty and there will be delay in taking a decision for grant of promotion.
