The grievance of the petitioner in the present case is that the certificate proceeding was initiated way back in the year 2015 but, for the last four years the certificate proceeding is pending. He prays for early decision in certificate case. Considering the aforesaid, the writ petition is disposed of with the direction to the Certificate Officer to take final decision, if not already taken within maximum period of 60
