The petitioner presently serving as a Medical Officer, Bihar State Blood Bank at Patna Medical College and Hospital, Patna has invoked the extraordinary jurisdiction of this Court seeking a direction commanding upon the respondent, especially the Bihar School Examination Board to consider his application for change of his name in the mark sheets, certificates and other records of matriculation as well as intermediate in view of the fact that the petitioner had secured his proposed changed name from Akramullah Khan to Akram Khan in all the other documents including Aadhaar Card and

Patna High Court CWJC No.17596 of 2025 dt.16-07-2026 2/3 PAN after following all the procedure required for the same. It is further contended that the petitioner had filed his application for changing his name on 28.12.2024 which was duly received by the respondent Bihar School Examination Board but no action has been taken till date.

Mr. Siddhartha Prasad, learned Advocate for the Board fairly submitted that certain procedures are required to be followed before making correction and/or changing the name of the petitioner, and since the petitioner has already filed a detailed application along with necessary documents, the same shall be considered and necessary action be taken by the Board after a proper enquiry.

4. Learned Advocate for the petitioner interjected at this stage and submitted that since the petitioner has to appear in the next NEET PG examination and the certificate of the petitioner is still in the old name, thus the request of the petitioner is required to be dealt with urgently.

5. Having considered the submissions advanced by the learned Advocate for the respective parties and taking note of the fact that the petitioner has already submitted an application for alteration/change of his name basing upon the relevant and necessary documents, this Court deems it fit and

Patna High Court CWJC No.17596 of 2025 dt.16-07-2026 3/3 proper to direct the Secretary, Bihar School Examination Board to consider the same and take appropriate action within six weeks, keeping in mind the mandate of the Hon'ble Supreme Court in the case of Jigya Yadav Vrs. Central Board of Secondary Education & Others; (2021) 7 SCC 535, that altering one's name or personal details on education certificates is a fundamental right, provided the applicant meets specific by laws and submit valid public documents. It is made clear that the concerned authorities shall adhere to the time period stipulated, keeping in view the urgency of the matter.
