The petitioner seeks pre-arrest bail in connection with Barahat P. S. Case No.28 of 2018 registered under Sections 147, 148, 149, 302, 201, 427 of the Indian Penal Code, Sections 3 and 4 of the Prevention of Damage to Public Property Act, Section 27 of the Arms Act and Sections 9, 10, 13, 16, 18, 20 and 21 of Unlawful Activities (Prevention) Act. Considering the gravity of the offence in which two persons were killed and the allegation of active participation of the petitioner in commission of offence, I am not inclined to
