After some argument, learned Counsel for the petitioner submits that he has earlier served, has requisite qualification, the authorities under whom he has served has also certified about his sincerity and he may be as such given liberty to approach the appropriate authority alongwith all the relevant documents for the redressal of his grievance. The petitioner instead of invoking the jurisdiction should approach the concerned authority who shall be taking up the matter and will pass appropriate order accordingly. This Court has not expressed any opinion on the merit
