JUSTICE ANIL KUMAR UPADHYAY ORAL ORDER 25-09-2019 Heard learned counsel for the petitioner and learned counsel appearing on behalf of the respondents. The grievance of the petitioner in the present writ application is non-consideration of his case for promotion under time bound promotion with effect from 01.01.1992. The time bound promotion was available upto 23.09.1995. If the petitioner qualified for grant of time bound promotion upto 23.09.1995, then he is entitled to consideration for grant of all consequential benefits. Learned counsel for the petitioner submit that the University is the appropriate authority to decide the claim of the petitioner.
