The grievance of the petitioner in the present writ application is non-consideration of his case for grant of time bound promotion for second time.

Learned counsel for the petitioner would submit that the petitioner joined as an Assistant Teacher in Upper Primary School Saguna Danapur on 21.07.1961. He was entitled to the benefit of second time bound promotion on completion of 25 years of service. The scheme of time bound promotion was available up to 31.12.1995. The petitioner was not considered for the grant of benefit of second time bound promotion. Without going to the merit of the case, the present

Patna High Court CWJC No.19752 of 2019(2) dt.25-09-2019 2/2 writ application stands disposed of with a direction to the respondents to examine the claim of the petitioner, who got superannuated on 31.01.2000, whether the petitioner entitled to second time bound promotion. In case, if it is found that he was eligible for grant of second time bound promotion, the respondents may consider his case for benefit under the prescribed scheme. Necessary decision with regard to the grant of second time bound promotion and consequential benefits may be taken by the respondents at the earliest, preferably within a period of two months from the date of receipt/production of a copy of this order.
