Per contra, the learned counsel for the petitioner submits that the petitioner ought to have been granted promotion with effect from 15.12.2017, hence, he be granted

Patna High Court MJC No.4065 of 2019(5) dt.23-02-2024 2/2 liberty to challenge the order dated 12.9.2023, passed by the Block Education Officer, Kadwa, Katihar, as also the order dated 31.1.2024, passed by the District Education Officer, Katihar. Liberty, so sought, is granted.
