JUSTICE RAJESH KUMAR VERMA ORAL ORDER (Per: HONOURABLE THE ACTING CHIEF JUSTICE) 10-11-2025 In the present writ petition, the petitioner prays for the following relief/s:

"(i) To issue a writ in the nature of mandamus, or any other appropriate writ(s), order(s) or direction(s) restraining the respondents and all municipal bodies from splitting sanctioned schemes into parts so as to execute them at the departmental level in violation of prescribed norms.

(ii) To direct the respondent authorities to ensure strict compliance with the Government

Patna High Court CWJC No.16696 of 2025(2) dt.10-11-2025 2/2 resolution/instruction mandating execution of works above Rs. 7.5 lakhs only through open tender processes.

(iii) To direct the respondents to take disciplinary action against officials found responsible for indulging in such illegal bifurcation of schemes, and to pass any other order or direction which this Hon'ble Court may deem fit in the facts and circumstances of the case."

In respect of the reliefs sought, it is observed that the petitioner has not furnished any specific instance to substantiate the allegation that illegal or mala fide practices are being carried out wherein sanctioned development schemes of higher value are allegedly being bifurcated into smaller components. Moreover, public works are governed by the policies and schemes framed by the State Government. We, therefore, do not find any merit in the present writ application.

3. Accordingly, the present writ application stands dismissed.
