The question whether report and recommendation made by such a Commission should be implemented or not is a matter of policy, executive in nature, to be taken up and decided by the executive authorities and a mandamus for the same cannot be issued by this Court.
If the petitioner has any grievance, he shall have liberty to take up the issues with the executive authorities of the
