2. This application has been filed seeking following relief:- "(I). To issue Registration Letter and allow him to submit the Thesis for his Ph.D.

Degree in Geography on the Topic "Population and Poverty in Backward fringe District of Nadia (W.B.)." extending sufficient time for it."

3. It is the petitioner's case that after having completed his post graduation from Jai Prakash University, Chapra, he had appeared for Pre-Ph.D. Registration Test

Patna High Court CWJC No.10283 of 2017(5) dt.07-05-2018 2/3 Examination, held by the said University. He claims that he had qualified and a certificate for qualification in 'Pre-Ph.D. Registration Test Examination, 2010,' was issued on 16.11.2010. He had thereafter, applied for registration of his Ph.D. course, which remained pending and his synopsis on the topic "Population and Poverty in Backward fringe District of Nadia (W.B.)" was rejected by the competent body of the University. A fresh synopsis was thereafter submitted on 19.07.2014. He claims that though he had made repeated requests to the authorities of the University for his registration as Ph.D. research scholar, it was not done. In the meanwhile, the petitioner claims that the petitioner has completed his research work and prepared his thesis, which is ready for submission. In the background of above noted facts the petitioner seeks direction to the University to allow him to submit his thesis.

4. It is beyond the Court's comprehension as to when admittedly the petitioner was not registered as Ph.D. student, how could he complete his research work and prepare Ph.D. thesis, ready for submission.

5. The relief which has been sought in the present writ application cannot be granted.

6. This writ application is dismissed.

7. The respondent University shall, however, consider the petitioner's request for his registration as Ph.D. student on the basis that he had qualified in Pre-Ph.D. test, if rules so permits and allow him to complete his research work strictly in accordance with the UGC Regulations governing the field.
