2. The petitioner is an applicant for her selection as Anganbari Sevika of Gram Panchayat Raj Manguraha Tajpur, for Centre No.342 of Ward No. 14, P.S. Baruraj, Block Motipur in the District of Muzaffarpur. She has a grievance that despite the fact that she is most meritorious amongst the aspirants and she has highest marks to her credit, respondents are trying to appoint someone else, who is lower in the merit.

From the writ application, it appears that Aam Sabha was conducted twice, on 13.07.2019 and 01.08.2019, in the presence of the Lady supervisor and Ward Member, no final selection has so far been made. It has been stated on the basis of secret information through reliable sources, which the petitioner has received that the Lady Supervisor with connivance with the private respondent No.7 had recommended her name for the appointment, though respondent No.7 has less merit points than the petitioner. The petitioner is said to have approached the District Programme Officer, in this regard by making an application.

3. In my opinion, this writ application is premature. If a person having lower merit than the petitioner is selected, the petitioner may have a grievance whereafter she can raise her objection before the Child Development Project Officer
