JUSTICE RAJEEV RANJAN PRASAD ORAL JUDGMENT (Per: HONOURABLE THE CHIEF JUSTICE) Date : 18-07-2018 Apart from the fact that there is inordinate, unexplained delay of more than three years in filing of the writ petition, we find that the learned Writ Court, in detail, dealt with various aspects of the matter and found that there are manipulation and large scale illegality in the selection conducted and directed for cancellation of the entire selection and conducting the selection afresh within a period of three months.

The order was passed in the year 2014 and thereafter the appeal is now filed after a period of more than three years and two months. Apart from the aforesaid delay, we find that the learned Writ Court had found large scale irregularities and directed for conducting fresh selection after cancelling the earlier selection, and we find no illegality committed in the matter of dealing with the issue by the learned Writ Court merely because the petitioners were not noticed or
