2. Without going into the merits or demerits of this case the present Writ Petition is disposed of at the stage of admission with the consent of both the counsels.

3. Having regard to the fact that the petitioner has already approached the Divisional Commissioner, i.e., Respondent No. 2 by way of a complaint dated 21.07.2023 (Annexure P/6) the present Writ Petition is disposed of directing the Respondent No. 2 to consider the same complaint and pass a reasoned order if not already passed. The authority before passing any order shall put the petitioner as well as any other

Patna High Court CWJC No.16491 of 2023(3) dt.04-09-2025 2/2 inter se party, i.e., the Respondents No. 5 to 7 on notice and grant them an opportunity of hearing. In case the Respondents No. 5 to 7 seek time for filing any objection to the complaint filed by the petitioner, the authority shall give them ample opportunity.

4. The entire exercise shall be completed as expeditiously as possible, preferably within a period of 8 weeks from the date of receipt of a copy of this order. Any orders passed shall be communicated to the petitioner.

5. With the above directions, the Writ Petition stands disposed of.
