On the prayer made by the counsel for the petitioner, this petition is disposed of giving liberty to the petitioner to make a fresh application before the respondent no. 4 raising all grounds which he raised in this writ petition and in turn, on submission of such application, respondent no. 4 is also directed to consider and decide the application in accordance with relevant rules and laws and pass a reasoned order.
