JUSTICE ALOK KUMAR PANDEY ORAL JUDGMENT Date : 12-11-2024 In the instant petition, petitioner has prayed for the following relief(s):- (i) For issuance of the appropriate writ/writs, order/orders or direction/directions to the respondent authorities to upload the revenue details of the piece of the Land situated under Mauja- Katari, Thana No.182, Khata No.297, Plot No.189, Area 74 decimal on the Website of the Revenue Department, Government of Bihar and issue online Revenue Receipts with regard to aforesaid Land in favour of petitioner.
2. Learned counsel for the petitioner has submitted that petitioner has limited grievance to upload the revenue details of piece of land in question on the website of Revenue Department, Government of Bihar and to issue online revenue receipts of land in question in favour of petitioner.
Patna High Court CWJC No.16969 of 2024 dt.12-11-2024 2/3 Learned counsel has submitted that he has made an application before the Circle Officer, Chandauti, Gaya (Annexure-P3) regarding issuance of online revenue receipts of land in question.

Learned counsel for the State has submitted that Annexure-P3 does not bear any receipt of the office of Circle Officer, Chandauti, Gaya and petitioner has directly approached this court without availing appropriate remedy before the concerned authority and in the light of aforesaid fact, the present writ petition is not maintainable.
4. Be that as it may, for seeking writ of mandamus, there must be a demand before the competent authority. At the same time, duty is cast on the concerned public authority. The first ingredient of demand before the competent authority is not forthcoming.
5. Accordingly, the present writ petition stands disposed of as not maintainable.
6. However, disposal of the writ petition would not be hurlde for the petitioner to represent his grievance before the concerned authority. If petitioner submits his representation before the concerned authority within four weeks from the date of receipt of this order, the concerned authority is directed to
