4. Accordingly, the writ petition stands dismissed as withdrawn, with liberty to the petitioner to approach the competent authority. It is clarified that the competent authority/court shall consider and decide the issue of limitation independently, in accordance with law, and shall duly factor the time spent during the pendency of the present writ petition before this Court.
