2. Learned counsel for the petitioner is permitted to implead the Certificate Officer, Muzaffarpur as a party respondent no. 7 in the present writ petition.

Having regard to the fact that the petitioner has already submitted the objections under Section 9 of the Bihar & Orissa Public Demand Recovery Act, 1914 (hereinafter referred to as 'the Act of 1914'), the present writ petition is disposed of at the stage of admission with the consent of both the parties.

4. The Certificate Officer, Muzaffarpur (respondent no. 7) is directed to consider the objections filed by the petitioner under Section 9 of the Act of 1914 and pass a reasoned order under Section 10 of the Act of 1914. The Certificate Officer shall before passing any order, give an opportunity of hearing to the petitioner, the entire exercise shall be completed as expeditiously as possible, preferably within a period of 12 weeks from the date of receipt of a copy of this order. Any orders passed shall be communicated to the petitioner.

5. Till such time, the final orders are passed under Section 10 of the Act of 1914, no coercive action shall be taken against the petitioner.
