The petitioner seeks pre-arrest bail in connection with Protest Complaint Case No.32 of 2004 registered under Section 364 of the Indian Penal Code.

Since the petitioner has been made accused in a case of kidnapping and is a proclaimed offender, I am not inclined to grant him pre-arrest bail.

Accordingly, the application for grant of pre-arrest bail is rejected.

In case he surrenders and seeks bail, the same shall be
