4. At very outset, learned senior counsel for the petitioner submits that this writ petition is squarely covered with judgment dated 04.03.2024 passed in C.W.J.C. No. 224 of 2024 and analogous case.

5. Considering the facts as available on record and the submissions of learned counsel for the parties, this writ petition is allowed with all consequential benefits, in view of the order dated 04.03.2024 passed in C.W.J.C. No. 224 of 2024 and analogous cases, setting aside the orders dated 19.10.2023 (Annexure-25), 21.09.2023 (Annexure-23), 01.09.2023 (Annexure-21/c), 10.01.2022 (Annexure-18) and 06.12.2023 (Annexure-29).
