2. The petitioner claiming to have been appointed as Panchayat Secretary on 03.02.1989 in Bhojpur at Ara district and retired from the same post on 30.06.2016 has filed this writ petition for payment of Assured Career Progression Scheme, i.e., ACP-I and ACP-II.

3. Since the writ petition for payment of ACP-I and ACP-II has been filed after eight years of petitioner's retirement from the service, the writ petition is dismissed for delay and laches.
