The present writ application has been filed for a direction to the respondent authorities to open a new SubRegistration Office at Biraul Sub-Division in the District of Darbhanga as per the guidelines of the Government, issued vide

Patna High Court CWJC No.13606 of 2018(2) dt.24-08-2018 2/3 Memo No.1102, dated 09.05.2013, as contained in Annexure-1. However, learned counsel for the petitioner confines his prayer only to the extent that the present writ application may be disposed of with a liberty to the petitioner to submit an application for redressal of his grievance before the Principal Secretary, Registration, Excise and Prohibition Department, Govt. of Bihar, Patna and the same be disposed of within a reasonable time frame considering the parameters laid down by the State vide Letter No.1102, dated 09.08.2013, as contained in Annexure-1 issued under the signature of the Secretary Registration, Excise and Prohibition Department, Govt. of Bihar for opening of the Sub-Registration Office.

In the circumstances, the writ application is disposed of with a liberty to the petitioner to submit a representation before the Respondent No.2, the Principal Secretary Registration, Excise and Prohibition Department, Govt. of Bihar within a period of four weeks after receipt/production of a copy of the order, whereupon, it is expected from the Respondent No.2 to dispose of the representation of the petitioner, if it is so submitted, as expeditiously as possible, preferably within a period of eight weeks, considering the grievance of the petitioner within the parameters laid down for reopening of the
